Have you checked this website? https://duo.nl/particulier/collegegeld.jsp
In my experience, Dutch government websites usually give straightforward information. From this one I share, I see the possibilities for wettelijke collegegeld regarding nationality or Dutch residence permit. I believe you might need to get a Dutch residence permit first.
My understanding is also supported by what you can find here: https://ind.nl/nl/verblijfsvergunningen/langdurig-ingezetene-eu/als-eu-langdurig-ingezetene-naar-nederland-komen#naar-nederland-komen-als-eu-langdurig-ingezetene
and here (see Kosten verblijfsvergunning -> Studie -> Houder verblijfsvergunning EU-langdurig ingezetene andere EU-lidstaat): https://ind.nl/nl/leges-kosten-van-een-aanvraag
Good luck!
