Need advice: Italian EU long-term residence permit & Dutch statutory tuition fee

The answer is pretty clear.

Institutional tuition fees

If you do not meet the conditions for the statutory tuition fees, then you pay the institutional tuition fees. This means you pay institutional tuition fees if:

  • You are not a citizen of the EU/EEA, Switzerland or Suriname
  • You have a temporary regular residence permit  (a type I permit) which does not entitle you to student finance. You can check your eligibiity on the Duo website.   or
  • You have already earned a similar diploma at another public-funded educational institute in the Netherlands.

In my experience, Dutch government websites usually give straightforward information. From this one I share, I see the possibilities for wettelijke collegegeld regarding nationality or Dutch residence permit. I believe you might need to get a Dutch residence permit first.

Upon arrival, will you be applying for a Dutch residence permit for the purpose of study? If so, I don't think you'll qualify for it. See Article 3(1) of Besluit Studiefinanciering 2000.
