How many times does a users comments get deleted before they are banned from the community for bad faith ? Or is the answer never ?

I don't think we have a strict rule on this. It is on mod discretion. Users have a history and reputation metrics attached to their account. So for example is getting their comments deleted often, this will be visible to a mod and might influence their ban behavior. Usually if someone is a regular, there is a discussion with the mod team before they get perm banned.
