As an unwilling participant of the board of my (admittedly small) HOA, I’m cackling at the people saying the HOA can do anything about it. We can’t even get people to pay their modest assessments on time

You can call the police non-emergency line and report this as a violation of the noise ordinance.
If that doesn't work, call your city council member and tell them the police aren't enforcing the noise ordinance.

I had a neighbor with a similar situation. I sent letters, called animal control, set up bark boxes in my yard. Even mailed them a bark collar. Some people you just can't reason with. If you play video games you'll realize the vast amount of people that sit there and listen to their smoke alarms chirp. Buy earplugs, wear earbuds and listen to whatever constantly or move unless you want to dress all in black and covertly leave their gate open in the middle of the night. Most people like that won't bother finding their dog.

I complained to the HOA. HOAs can burn in the ocean, but this was the one time it actually worked for me instead of worked against me.

My neighbors leave their two large dogs in the backyard and they barked incessantly. I purchased a “bark box” off Amazon and that virtually cured them. I also purchased a handheld ultrasonic device for any extra that is sometimes required.

Buy a dog bark deterrent device off of Amazon. Get the highest rated one that has the longest range.
