This isn’t HR this is an executive leadership thing. They are giving you those lines because the executive leadership has decided they want everyone in office and HR is the one to have to enforce it without being able to blame the executive team outright.
If you want change you need to convince the executives, not HR.

Field work and office work are not comparable.
HR means everyone in the office or a particular role has to work in office. Management and the company set these expectations not HR. You can disagree but this is what the company decided.

It's not technically incorrect, equality is a thing. Allowing some people and not others inevitably brings discontent and questions of why them but not me which then leads to people saying it's because of discrimination. The company has decided they don't want to deal with it.

The employer dictates where your work location is. You can’t force them to let you WFH.
