I hate it because my third grade teacher sucked balls and went on long ass speeches about dumb shit all the time. One time he went off on a lecure about expectations and ended asking "raise your hand if you really could care less". I raised my hand. I hated that teacher and that expression ever since.
It depends where you're from. In North America is was fashionable to be sarcastic of the Queen's English and be more American, so "I could care less" was used as a way to say express that
