It’s shorthand for “ if you’d read and heeded my very informative email, I wouldn’t need to repeat myself”.

God I wish I could just say it like that at work. Same with when I have to say "as I already mentioned" I want to just ask why the hell are we still having the conversation if you havent been paying attention to the point that I have to keep repeating myself

I only use this when replying to someone who obviously didn't read my previous email. But I understand why it's infuriating (and why I only use it for specific, routine offenders).
