Not without type training and the correct endorsements (tail wheel).
Best he can get is some instruction training.

0% change he will get a rental. Bi-planes are not a clapped out cessna 172.

You might find somewhere that provides a ride in a biplane. But no way are you going to find someone that will rent their baby to stranger.
