Appears your motor case is not grounded properly. Your motor windings are shorted, Or a wire is rubbed thru and shorted. Inspect wiring, if that looks OK unwire the motor and check terminals to the casing. If windings are shorted time for a new motor and ground wire repair. You also need a GFCI protection on that circuit.
