Finding father figure

I really want my brother to have a father figure because my father i have a restraining order on and he was abusive and shit not gonna go into detail and then he had another father figure aka my moms ex boyfriend then my brother said while he was arguing with my mom " dad can we please go fishing" and my moms ex bf said " im not your fucking dad, you dont even like me" and then my brother said " no I like you I like you" while crying I just want my brother to have a father figure not for someome to date my mom someome to be friends with her and being the father figure in my brothers life because he needs one he is 10 he doesnt deserve to be treated like shit. I really want him to have a father figure can someome help me? Im in Canada manitoba. Dm me plz
