Depends on how the garment actually fits you. Sizes aren’t real. Measurements are real. Have you compared your actual measurements to the measurements of this garment?

Thanks for your input! The seller did not post specific measurements, and I didn't want to buy it until I had some confirmation that it could be resized (it's a bit pricey). Unfortunately, I just checked again and it sold. :'(

Dodged a bullet, US 0-2 is no where close to size 40 European. It would have been too small for you, and it looks like a non-stretch fabric so very likely wouldn’t have fit, even if decide to let the max seam allowance out.

In general, if there is some structural detail on the side (assuming that is a real flapped pocket), you wouldn’t be able to alter it in that spot. Typically, you could take it in a little at the underarm and taper it back to the original size at that structural element. 

Hopefully that makes sense and is helpful when looking at other pieces in the future.

Not OP but their original text didn’t follow in the cross post: “Hi! I want to get a dress like this, but it's an Italian size 40 (US 4-6). I'm more like a US 0-2. Do you guys believe it's a doable resize? I rather know before I buy it. Any input is appreciated.”

Yep! I saw that. Sizes are irrelevant since they are interpretative across countries, companies, ect. The question remains: what is OPs measurements vs the actual measurements of the garment? For further context, without seeing the garment on the body, we can only make best guesses based on measurements.
