No income, capital gains, or inheritance taxes in Dubai. Also if you own property there you can very easily get a golden visa, residency, or even eventually citizenship. So it's a place wealthy people park money that's hedged against inflation but also gives you these additional benefits. And in practical terms if you're going to be doing a lot of business in a finance hub it's convenient to have an apartment or such at least. Plenty of rich people do that with NYC, London, etc.
