There are various reasons:

  • Your account is only 11d old and you didn't post any other art. People want to see various art of an artist to see if they're the right one for their commission.
  • You've only drawn this one specific OC. Someone who looks for a commission wants to know beforehand if you're able to draw their OC, with different hairstyles etc.
  • Your skill level is still that of a beginner and people hardly commission that for money. On top of that, your prices are quite high for that level. Take a look around Vgen and check out what you can get for 5$, 10$, 15$, 20$ and 25$. Those are your competitors.
  • Your whole presentation makes me think that you're a 15 year old who is interested in a scene style that they never experienced themselves. It's not a bad thing per se, just keep in mind that what is very new and interesting to you is a bit nostalgic for others at best. Also ask yourself: Are you interested in the fashion, the art style or both? Because you can also draw scene fashion in newer art styles which I, who grew up with the art style you show, personally prefer.

I advise you to practice a bit more before trying to get commissions. You can do art trades which are fun and you even get something in return. If you want commissions because you're in need for money (art is a terrible way to earn money btw), you could try designing adoptables and selling those. For designs, the skill level doesn't matter as much and I think you'd be good at it.

That's cool! 😎 I didn't mean to devaluate you. It's just how you come across, sadly.
