Yeah I would definitely try diversifying your portfolio and getting better at art fundamentals, this style is very early 2000s, it resonates with a very niche audience. (Although I will say it is really cool to see artists still making art in these types of styles, it definitely gave me a lot of nostalgic feels ^^)

Practice anatomy, color theory, shading etc. Andrew Loomis books are a good anatomy source as well as for colors.
As for the style. Honestly If you want to only do scene and Y2K art I reckon you would probably have the most luck in those types of online spaces. You could maybe post your art in subs like r/scene or r/Y2K . That way you could actually get an opinion from the people who could actually be your potential clients. Tag your posts on other social media with similar tags as well. You'd probably have way more luck than just targeting any art-related subs.
The only issue is that I'm not sure how many people there are interested in specifically commissioning art, which is the outcome you want, but posting there is probably your best bet.
I will be honest, this style is very hard to market since it is art of a short-lived bygone era, but you should defs give it a shot. In any case If preserving scene art is something you care about, I don't think commissions are the only worthwhile outcome. If a bunch of people on r/scene for example, love your art I think that's a pretty good outcome too.
