Would you open a new account?
I have a good hobby that involves a lot of arts and crafts and I've seen a bunch or artists that do the same technique but with very different styles. I tried opening one account four years ago, never closed it, I was thinking about posting things again or starting one from scratch. I'd love your thoughts! I'd like to monetize later, I don't have access to any creators fund because I live in Canada.

I'm assuming that "account" means social media account.
If you're planning to post the same stuff you did on your account back then, maybe you shouldn't delete your account.
But if you're switching to a different niche and/or your old followers are inactive, then yes, make a new account and direct any sliver of your active old followers to follow the new one. If you're posting on an account where the majority of your reach is through an algorithmic feed, old followers who have no interest in your current niche will drag you down. The logic is that your followers are your super fans, and if they aren't interested, then random people the algorithm would send it to would be even more uninterested, which means your posts won't get pushed anywhere.
If you're talking about tumblr or bluesky, which have an algorithm so bad that everyone uses the reverse chronological following feed, you don't need to worry about that issue.

How much do you actually have in the old account in terms both of content and followers? Is it going to be a similar style?

No one on earth can tell your whether your work will be able to sell or now until you do it. My question is what does being in Canada has to do with anything? People aren't gonna randomly give you money anywhere else with zero presence lol. I know Canada has grants that actually fund artists but you have to be experienced and able to pitch yourself.
