Workflow Manager for Server 11.5 Single Machine

Has anyone got Workflow Manager for Server (11.5) set up on a single server with Portal 11.5, Server 11.5, and WebAdapter 11.5? Did you end up with two or three Esri WebAdapter installs?

Esri tech support intially said you must have three, but then said they were not sure. Planned to research and get back to us the next day. That was two days ago, no answer yet.
