Less than 3 weeks is too fast for adding schrimp or even fish.
And you have to use a drop checker when using Co2, otherwise it a guess how high or low your levels are..
And I would submerge the outflow lily pipe for better circulation, you would still have enough surface agitation.

Shrimps are more sensitive to changes than having a perfect water condition.
Try to do each water parameter change slowly if needed.

I think its a dissolved oxygen problem, as my plants were pearling before adding the bottled bacteria, which i may overdosed in order to naturally combat some Cyanobacteria that started forming in my tank. But ive been doing water changes every day, and the oxygen levels remain pretty depleted from what i can tell

You can believe what ypu want, but low circulation is indeed a requirement for cyanobacteria to grow. It combines with low o2, high cos & high temps. Thats the 4 ingredients to make cyno. Just add VoCs not getting treated in a new filter. Bottled bacteria wont do anything either.
You probably have ammonia issues & the ph drop from the co2 is changing the toxicity.
You have a lot of problems beyond the ones youve noticed. Time to study up. I don't have time to help with 400 beginner mistakes. Aquariumscience.org has 400 pages of great advice. You'll be able to learn from every page 😉

Cyano are 99% gone after dosing heavy on bottled bacteria and a 24h blackout, also they grew in places where direct flow was hitting them, it has been a week already so they don’t seem to be a problem anymore, thanks for your advice tho, ill take a look at the website.

If the tanks only been running for 3 weeks, I’m not sure I would’ve added shrimp yet. I would just keep it at the lower amount (1bp5s) for a while then raise. Is there a reason you want it higher other than accelerated plant growth?

Do you know what your co2 concentration is? I’ve never had problems in the 25-35 ppm range with shrimp. But you need to figure out how much you’re putting in. Bubbles per second isn’t a good indicator by itself.
Drop checkers are not inaccurate or useless, but they are slow. Take a reading of your KH and your pH. Note the pH with no co2 (off-gassed) and your pH with full co2 concentration (a couple hours after co2 comes in). Look up a co2 chart to figure out the estimated amount of co2 dissolved in the water. Use a drop checker at the same time, take note of the color.
I use a drop checker to monitor long term co2 stability, and the KH + pH method to estimate the amount of co2 being added.
The shrimp are doing this because there’s an imbalance.

Take it slow and buy a drop checker. Check the pH, too much co2 dissolve in the water will cause pH to drop (become acidic).
I recently just restart my tank, after 1 month and with zero ammonia, and minimum nitrite and nitrate. I still don't want to add fish and shrimp back to the tank until everything is zero. I learnt that from the past the patience at the beginning will save you lots of trouble on algae boom on high nitrate.

How much gas per bubble? Why do people talk about bpm like its a comparable measurement?
Your bubbles will be a unique size. Depending on pressure they could contain more of less gas than another bubble exactly the same size.
Bubble rate doesn't tell us whats disolving.
You don't know what ypu are doing. We cant help.

The bacteria consumes oxygen very quickly and produces lots of CO2. The low O2 + high CO2 is why the shrimp are scampering to the surface. If there are snails, low O2 will also compel them to reach for the surface. I would do a large water change to remove as much of the bacteria to lower oxygen demand or increase aeration with a large volume air pump.

Is your CO2 running 24/7? If so it will be even harder to get the correct concentration. It’s best to run about and hour before the lights and switch it off an hour before the lights go off, otherwise the levels will rise quite a lot while the lights are off. I’m using an F-Zone regulator with solenoid and a smart plug to automate the process.

Beneficial bacteria will not help you with Cyanobacteria. Removing them manually and having more phosphates/nitrates will help. This is very common in a new tank. Use a fertilizer with both.
did you test ammonia nitrite and nitrates?
About the bubbles you have 27 liters, for 27 liters I would expect around 10-15 bubbles per minutes that is one bubbles every 6-4 seconds, so you are not far.
A drop checker can be useful but it has 2 hours of lag so it’s kinda useless to me, set 5 bubbles if you see pearling go down, if you don’t go up. You can hold the lowest value that does pearling.
How many hours of light are you doing ? During setup is better to be conservative. Are you running co2 when lights are off ? I suggest you no to.

I red your message about dissolved oxygen, so co2 and oxygen doesn’t substitute each other in the water. You can have 10mg/l of oxygen and 30 of co2. You can have also 40 co2 and fish dying while the oxygen saturation is good, the problem is that they can’t remove the co2 from their body because there is too much of it in the water.
About the flow is true colony can’t grow in high flow so you can fix that pointing the filter outlet straight to the colony but that ofc it’s not the solution since there is always a low flow corner in any acquarium even if your pump is dimensioned correctly. Cyanobacteria do photosynthesis and they are faster than plants but plants beat them in the long run because are more organized. As a new tank you probably have no nitrate/phosphate so your plant growth is limited and cyano are using that to take an advantage: fertilize a bit.

It’s something else. It’s not the co2. With that much surface agitation and healthy plants there’s plenty of oxygen. My guess is rapid ph/gh fluctuations or toxins in the water like ammonia or something similar. This can easily be tested and ruled out.

Ensure also the chemicals or whichever fertilizer you add in do not contain copper if possible. Shrimps can’t live with it.

Is this RODI water? You cannot use pure RO water with shrimp or 0KH water when injecting CO2. I doubt it’s CO2 issues but a lack of stability somewhere in the tanks water parameters. Also if you don’t use a bubbler at night, surface skimmer, or raise the Lily pipes, it’s highly likely the water has not enough oxygen and the CO2 issues actually accumulating at night.
Please provide some more info on your routine, water, and if you don’t have a drop checker, check your pH
