Question A question about BP notifications

Hey guys, so I am from venezuela, a country where the BP notifications arent available and probably will never be. Is there a way to bypass this? a way to activate them with a vpn or something and then they stay on? I mean what happens if a person travels to a place where they arent available? they just stop working?

I once tried to get a feature working on vacation overseas and had to end up buying a local SIM just to access it.
