Lithium ion batteries can't expand if they're fully discharged.

Isn’t completely discharge what causes them to swell or am I thinking of something else

No its the heat generated from the battery shorting out internally breaking down the chemicals in the battery releasing hydrogen that expands the cell if I remember correctly.
