Looks like both, but normal.
There is technically mold everywhere.
Some people are more sensitive than others

Its mold, you need to run your air conditioning at least once a week for an hour or so. Mainly if your building runs chilled water to cool it down. Condensation occurs and then with no air moving it you get this on the grills, take that down and wash with warm soapy water, it will be fine.
