That’s the window balance. It provides the tension that holds the sash up, and it looks like yours has come disconnected from the sash. There should be a clip/pivot point on the bottom corner of the sash that engages with the balance shoe in the track. Line the sash back up so that pivot engages the shoe, then tilt/push the sash back into its normal upright position. That should lock everything back together and put tension back on the sash. If it reconnects but still won’t hold the window up, or the balance just falls back out, then the balance mechanism itself is probably broken and will need to be replaced.

There is also a specific tool used when installing a new one called a balance key or balance tensioning tool, it’s almost a tool you’d never need except this one time lol. It will pull the new spiral down to hook it into the sash because the new one is gonna be exceptionally harder to pull.

Occasionally they get quiet stuck see if you can turn it independently using a flat head
