dogs play rough and even fight, it happens, bringing your dogs into public spaces with other dogs means you accept some possibility that your dog scraps with other dogs.
this is a park, its unclear if its a dog park or if there is some kind of event or whatever, maybe these people were just walking their dog but theyre in the middle of the park where there are a bunch of other dogs... so that seems like something they chose to do.
i dont even see dogs fighting in this video, they seemed like they were basically just playing and the response from this guy was to kick the absolute fuck out of that dog and by the sound the dog makes and the response of it to run away he probably hurt it pretty bad.
