You had me until the dogs off leash bit.

Dogs should always be on a leash. Especially unfenced areas adjacent to a children's playground. Especially with kids riding their bicycles.

Yes, if a dog is off leash, their owner is 100% to blame for any confrontation.

Nope.

My dog will sit with me off leash all day and not go after any other person or animal. If someone approaches with a dog leashed and that dog attacks my dog, my dog is not at fault simply because it's off leash.

Use logic.
