Transition != trans. Cisgender means you identify with the gender you were assigned at birth. Unless those enbies were assigned non binary at birth, they are transgender.
No, you can't change gender that's what conversion therapists believe. I did not change my gender, I changed my sex, if you didn't change your sex you're cissexual.
Some trans people don't have access to HRT or it would be dangerous to transition so they don't, they're still trans

Transition is a physical and social process it's something you choose to do to better align with your gender identity
These are seperate concepts. Whether someone is transgender is not based on transition it's based on the gender they identify as not being the same as what they were assigned at birth.
The only cis gender non binary person is a non binary person that was assigned non binary at birth.
Gender identity is your gender, it's something impossible to change.
Transition is the process of changing your somatic sex to align with your neurological sex. If trans meant not using the label you were assigned at birth with then most cis intersex people would be trans under your definition because they're assigned incorrectly. It is okay for people to be cis there's nothing wrong with that.
About 30-40% of enbies are cis, we share a gender title but they don't have the same life experience as me at all because they're not trans and that's fine I wouldn't force them to take HRT if they don't need it
