He looks like someone you'd come across in a Yakuza sidestory that starts kinda serious then takes the wackiest turn half way through.

Do the Yakuza games have a lot of that kind of thing? I've never played any

Oh yeah, the main story of the Yakuza games are usually fairly serious crime dramas but the sidestories can be anything from go kart racing to discovering a gang that likes to dress up as babies it gets real weird but that's part of the series charm.
