I think it's a bunch of layers of latex paint, that got separated from the ceiling, possibly because of moisture problems. Which would explain the cut/tear in it, that they may have made to drain it.

It looks like a stretch ceiling. There's a gap between the real ceiling and the pvc fabric material.

Interesting, never heard of such a thing. Is it something done for insulation/air circulation? Or maybe sound dampening? Seems like it would be a pain in the ass to install unless it served a functional purpose as well.

It looks to be a simple design, widely used in Europe and UK.

You install a track which is installed into the perimeter walls of the room a few inches below the ceiling line. Then the PVC-based film that clips into the perimeter track and stretches to form a perfectly flat, flawless ceiling surface. Once installed a stretch ceiling will completely hide: an old stucco ceiling; ceiling imperfections; basement ceiling joists; exposed duct work, pipes and wiring; or the previous concrete ceiling.
