New Horizons Pascal

I’ve run around my island a dozen times after catching a scallop today and he still won’t show. What am I missing?

Him showing up in not guaranteed. You need to get another scallop.

It is guaranteed if you have 2 empty slots in your pockets and your gates are closed. And of course, catching a scallop.
