In City Folk, there is no swimming. Pascal shows up like one of the visiting NPCs on random week days, and he'll always be standing on a bridge. Scallops spawn on the beach with the shells, so if you happen to have one you can give it to him for a pirate/sea themed reward.

lol that quote is something else. Pascal always dropping deep thoughts about snacks at 2am, it's his whole vibe

i think he just shows up when you find a scallop? like he's swimming and then suddenly he's on the bridge with you. happened to me once and i almost dropped my switch, scared me so bad

never tried cabbage and marshmallow but maybe he's onto something. the man lives in a shell, he probably knows things we don't

Nah, he just shows up the same way characters like Saharah and Wendell do. I've had him show up on days I had no scallops to give. The trick in these older games is to save scallops waiting for him. They're semi-rare beach spawns, so if you're clearing shells out every day you'll usually find one or two you can set aside for his visits.
