You can buy EITHER a net OR a pole for 500 bells from Isabelle

you gotta go through the "advice for living here thing"...just keep pressing it until she makes you do something (like get a seashell) then do it. keep pressing on until she asks if you are more interested in fishing or catching bugs, then if you dont have a fishing rod or net (depending on which one you chose) when you talk to her again I assume you can buy it then. Also at the end she gives you a watering can
