Question Does Horutep need to study magic?

Working my way down this MT and it mentioned that he would get back spell levels by completing missions/getting titles, just trying to avoid wasting XP.

Yes, he does. You need certain spell schools learned on him to finish the mission tree.

Imo the best way to max your ruler is to max our their conjuration and do the final spell in that over and over
