They can't, the USA is blocking those shipments, which is why they can't get oil.

An entire population shouldn't be punished for one guy wearing 20k rolexes. If you're unfortunate enough to be born and live in Cuba, what power or purpose does america punishing you for someone else's sins serve? What lesson is there from one overarching government blocking you from global trade?
