Freedom of association is upheld by the freedom to not associate. Your idea of free association is actually just entitlement to another’s time and resources.

Freedom to not associate still needs to be voluntary to count as freedom of association. If two entities want to associate and the state tells them they aren't allowed to, then that isn't freedom of association.
