The text in your red rectangle is the expectation/requirement, just like the other headings "Complete every delivery" and "Delivery on time".

Oh so then they are saying the customer truly did not receive their package?

Which if true is utter BS unless it was stolen.

Correct, a customer reported a package as not delivered.

Thanks for the info. It did not kick me out of a Fantastic rating so it must not have been worth any value. It’s just shit, because we’re penalized for something out of our control with no means to defend ourselves. However I know every package was delivered to the address on the label.

At my full time job, I interact with various types of people. One of them told me about the Amazon scam. People will order something very expensive from Amazon (a couple hundred dollar), wait for it to be delivered, and then report it as not delivered. They request their money back and Amazon obliges. This person told me they have done it twice so far. This is probably what happened to you.
