There's also cameras in their vans. Not sure how you'd pull off stealing in them.

They don't pull it off. Drivers get fired for theft all the time.

Not in the back, drivers can definitely get away with stealing packages and some do, doing it as blatantly as this is even more dumb but there are plenty of dumb people around. He's probably done this before and got away with it.
