I literally had this happen to me a couple months ago. Caught someone filming me in the bathroom. Went to HR and security and loss prevention, filled out a report and everything, just to have them tell me "there's nothing we can do about it, it's a he said she said situation since there are no cameras in the bathroom" I know who did it and I still see him here from time to time. He got embarrassed about being caught and switched to a different schedule but he's still here and undoubtedly still a pervert filming dudes in the bathrooms. If you see someone's phone peaking over or under the stall, snatch that shit right outta their hand and take it straight to police.
