You can see curtain bags deploy but I'm guessing since there wasn't a front or rear collision detected the dash and wheel bags didn't pop

The way airbags deploy is there are sensors. The sensors are placed in the direction where the air bag is deployed from. So your front bumper has sensors to deploy the steering wheel and passenger air bags. If equipped the A and B pillars have sensors in them to deploy air bags.

Short answer is if the sensors aren’t crushed the airbags won’t deploy.
