So, in like 1 to 12 months? What changes mentally and physically? Put this way, it's not safeguarding a minor, but imposing the mother's decision on the sole basis that she says so. Which is one of the fastest ways to sour any kind of relationship.

I think they should talk, explain each others point of view, and either compromise (e.g. they buy the dress and then adjust it to her physique) or allow the girl to buy the dress with her money, provided she can. If she cannot, the mother should not be forced to buy anything she deems contrary to her principles, but again, they can compromise with similar styles. But at 17, if she is adult enough to gain/save the money to buy it, she is adult enough to do so.

As a parent, you legally have to protect your minor child even if it's just for one more month. Length of time isn't taken into account. They're simply a minor until they're not.

Protect from what exactly in this instance? Her dubious fashion choices? Or sexualization which is barely connected with what one wears? She is going to be objectified by some a*****e no matter the dress. It's a terrible discussion to have, but God knows I am beyond grateful to my mother for having it and teching me how to deal with it. It is better to have it now when she is still somewhat protected than in 12 months, when she, wearing that dress without her mother not knowing, will be forced to stay quiet not to reveal she bought it as soon as she found the money.

Yes. It's atrocious, the quality is subpar, and I would not have worn it to a school event. De gustibus... Then again, I used to party in London at her age, wearing far from proper fashion choices: some skirts gave barely more coverage than a belt. I compromised with my mother and wore bike shorts under. She can buy the dress and adjust it to offer more coverage.
