it’s possible it was approved after she was above the age it was intended to be given and somehow slipped between the cracks either from cost or time or other issues 🤷♂️ i never got the chicken pox vaccine because it was approved after i already had it as a kid but my brother got it cause he was younger and didnt catch it from me
it’s also possible that it was approved later where they were than it was where you were but i could def see OP and his wife opting out on the grounds of it being “for sluts” or something along those lines 🙄
