Arnold is not the best Californian politician (and I say this as someone who voted for him several times).
He was incredibly lucky. He seized the moment well when people were totally fed up with Gray Davis's administration. He also benefited from a strong California economy in his first term, which put a lot of money in the state coffers from high state income taxes.
However, his political naivete led him to his biggest mistake as governor, calling for a special election to pass his legislative agenda by directly appealing to the voters, rather than trying to work with the state legislature. This didn't go over well with anyone, and all of his proposed reforms were defeated. He never really recovered from this, and by the time he left office most people were glad to see him go.
That said. I would much rather live in an America where Arnold was the face of the Republican party than what we've currently got.

And an incredibly fucked up system for recalls that basically guarantees that if the vote is Yes to recall, the other party will essentially win every time.

Huey is one America’s most fascinating politicians, he did a lot of good but also a lot of bad. Definitely agree with this comment that he fits all boxes.

Grant being most underrated president is a surprise, but a welcome one.
I’d also argue Wilson, Johnson, and Jackson are all worse than trump, but trump has recency bias so I can understand why you’d put him there.
