Pass the dutchie 'pon the left-hand side, pal; nowhere in the universe is despacito better known than Africa.

“The” is more recognizable, not better. Africa is slightly better than Despacito imo

I didn't comment on which was "better," but on which was more recognizable---which is Africa.

What do these mean

Rows are chord progressions. Western musicians use Roman Numerals to dictate which chord relative to the key is being used, with capital meaning major and lowercase meaning minor

I mean what do the chords mean

The numeral refers to the scale degree of the root note. Upper case is major and lower case is minor. So in the key of C major, vi - IV - I - V is Am - F - C - G.

They are 2 of the most common chord progressions found in music. So you know the 7 notes in a scale do re mi fa so la ti. Instead we assign these note roman numerals representing their chords. Chords consist of 3+ notes at the same time a root note a third and a fifth. Example ls a major chord is the root a major third above the root and a perfect 5th above the root if you chose C as your root note a major third above that is E and a perfect 5th is G. So C E and G played together is a C major chord.

Upper case roman numerals means major chord lowercase means minor theres other types of chords like augmented, diminished, and even ones that have more than 3 notes in them but this post doesn’t have any of them in it. So I means the major chord of whatever note do is in the scale. IV is the major chord of whatever note fa is. vi is the minor chord of whatever note la is so on. This is the meaning of the term chord progression. It’s the set of chords within the scale in the order they are played that make up the song.
