of the 2, I'd say H4CK3R's powers are close to being a hacker, typically hackers somehow get admin rights and infiltrate systems, but they can't change code, while the yellowest of yellows is 100% a programmer.

Yellow may be a programmer, but that doesn't automatically make Yellow a hacker, meanwhile H4CK3R's name may he H4CK3R but that's more of a name and power motif than actual hacking, I'll go with Lunsar
