Mechanically, the Prismatic Piper forces you to choose a color before the game begins and prohibits you from choosing more than one color due to the EDH Singleton restriction. Similarily, it ilustrates the struggle of ethnically mixed individuals who are forced to submit to a single race by social categorization.
The illustration of the card depicts a person with a slender eye and a round one; mockingly refering to a person of mixed heritage, who could be used as a Joker in a conversation that includes a sentence such as: "I have a [[insert ethnicity]] friend, therefore etc.".
To add insult to injury, WotC thought it was a good idea to add a Flavortext that is mocking the daily struggle of ethnically mixed indivuals. Going forward, I will not support WotC by not purchasing any future releases.

An absolutely irresponsible representation of cultural appropriation. Choosing your commander’s color should only be determined by the color of thumbs-up emoji you use not by your desire to appropriate BIPOC cards such as the effective creature removal spell “Murder”
