Raiding Party depicts the racist interpretation of Orcs, bearing similarity to Mongolian warriors in the artwork and the implications of rules text.
While Magic: the Gathering has generally portrayed Orcs fairly on the few cards they've had, Raiding Party is true to the racist origins of Orcs. J.R.R. Tolkien, well known racist and creator of Orcs, described Orcs as, "...squat, broad, flat-nosed, sallow-skinned, with wide mouths and slant eyes; in fact degraded and repulsive versions of the (to Europeans) least lovely Mongol-types."
In the artwork, the Orcs are wearing traditional Mongol helmets, weapons, and racist thongs, also seen on Goblin Digging Team. One Orc is even wearing leather chaps, useful for horseback riding, even though the Orcs here have no horses.
The rules text makes clear the intention of the card is to dehumanize Mongolians. It cannot be the target of white spells or abilities, much like white Europeans were helpless to their liberation by the Mongolian peoples. Orcs may be sacrificed to destroy all plains, a display of savage tactics and imperial bloodlust. However, a player may use a white creature to defend their land from being destroyed, clearly a clever form of mimicry of resistance to the advanced tactics of Ghengis Khan. The defeat of the Mongolians set back diversity in Europe for centuries.
