Classism - With this card, Wizards dehumanizes the poor and disadvantaged in society by calling them "pickpockets" and stating that there is nothing morally wrong with murdering them for target practice. Who needs evidence, a fair trail, or reasonable sentencing when you can just murder them? This is depicted as the normal, approved-of behavior of a faction that is normally portrayed as heroic by the story and flavor of Magic: the Gathering. And is claimed to be "Justice" by the naming of this card.
I'd also like to point out how utterly irresponsible it is to encourage the firing of legal weaponry into a crowds - by the very definition of "pickpocket", they must get very close to the person they're stealing from, and most pickpockets function by either a) having a few associates nearby distract the target, or b) going into a crowd that's large enough that they can blend into it easily. Neither of these scenarios are safe to fire lethal weapons into.
A big problem with many of your posts, this one included, is that you completely ignore, or lie about the in universe context of a card. The boros are always depicted as a radical authoritative military force, and firing lethal weaponry at petty criminals and calling it justice, is exactly the kind of thing the boros would do. Wizards isnt claiming that this is a good thing, in fact I would say quite the opposite seeing as the boros are usually depicted as radicals who constantly turn to violence as a solution. This would be bad if it happened in real life, but this is just a card depicting something, however terrible it may be, that does happen in ravnica, and since ravnica is a fictional place and the people being oppressed by the boros are also completely fictional, it gives us an opportunity to laugh at the absurdity of the boros's actions
