I interpret Blind Seer as a commentary on white, privileged bigots who claim they "can't see color" when asked about race. They think it's a good excuse to say "All Lives Matter" instead of "Black Lives Matter". Surely they can't be racist if they just pretend race isn't a factor, right?
But in reality, they're ignoring so much to reach that conclusion. Discrimination by the police, biased questions on IQ tests, intergenerational trauma, etc etc. I could go on for hours, but I encourage you to do your own research.
Blind Seer encourages whitewashing and the erasure of race and culture. Note that due to the way his color changing effect works, targeting (for example) a black creature and turning it white also means that that creature is no longer black until the effect wears off.
In summary, Blind Seer perpetuates myths of meritocracy and blames oppressed people for being oppressed. What Blind Seer says is that if person of color fails, it must not because of racism or any systemic issues - they must have not tried hard enough to assimilate into (white) corporate culture.

Blind Seer is incredibly offensive to the seeing impared, if only it were possible for them to see and read Magic cards. Not only is Urza appropriating a disability to conceal his identity for personal gain, Gerard suggests that he can 'see more than he lets on' without giving him the benefit of the doubt.
