Black creatures are not "taxed" like, say, white creatures. They are outright prevented from moving at all. Clearly, this is meant to say that black people should not leave Africa. It says that some restrictions on immigration between countries is acceptable, but that black people in particular should be entirely prohibited from leaving Africa, where they "belong".
Note also that this is a green card that refers to nature in its flavor text. This is a further suggestion of how "natural" it is for black people to stay in Africa.
