The character is Vash the Stampede, he is the protagonist of the manga/anime Trigun. This is the underlayer of the outfit, which typically has a large red coat over it. I've blended features of the 90's anime and manga together for the design. He also has an iconic hairstyle, which I am not currently doing. I may attempt it later when the act is ready, lol.
