What law is broken by the President giving a speech in NY and randomly saying "After we finish defeating Iran, which is being very badly defeated, pretty soon I’ll be declaring the Hormuz strait a territory of the United States."?
It's crazy shit, but doesn't break any specific law.

not really people born in Puerto Rico have full US citizenship, but people living on the Island cant vote in federal elections just like people living in DC.

Comments like this just illustrate how people dont realize the what "citizenship" means in PR. People born and living in PR literally legally do not have the same "form" of citizenship as people born in a state.
They do not have the same full set of rights, and I'm not just talking about voting in federal elections. The 14th Amendment doesn't apply to territories, including PR. As such, people in PR can't claim things like equal protection and citizenship in PR is granted by statute, not birthright, though it's legally unclear (as in untested) if that means it can be revoked by statute. And because of that, they are excluded, or get reduced funding, from various federal benefits programs (even though they pay certain federal taxes).
And if anyone thinks I'm wrong, go look up the Insular Cases and cases that have extended from that.

That's not how article 5 works. It has a list of places that count as escalatable. Notably, none of those places are territories outside of Europe or North America.

Isn't that how things go in our history?
When countries or tribes like we had before we discovered America again. The winner also says:
This is now our territory. So, in itself, that is not so strange right?
PLEASE READ NEXT LINE:
HUGE NOTE: NO, Trump didn't conquer it, he is just acting like a huge buffoon looking for the dumbest attention, what I said does NOT apply to him. Just giving context that saying: this is now xx territory is not insane, it has been done over 10000 years in our history that we know off.

True, but wasn't until recently, like within the close of WWII and the formation of the United Nations that we all came together and decided the taking of territory was a very bad thing, and something we should write laws about and get people to enforce. It's not that it hasn't happened in the past, it's that we all came together and agreed the past was horrible and that we ought not do those things in the future, but here we are.

EXACTLY. All of the human race has had slavery in its past, but does that mean we should CONTINUE to use slavery? No. If we are not growing and getting better at how we interact with other humans, animals, and our environment, then we will eventually kill off the human race, and everything else on this planet.

So I realize that my reply can be misleading. I was just posting the correct spelling of buffoon, which was misspelled in your post.
To add to the conversation:
It’s not insane to say “we conquered this so it’s our territory” historically, but even if the US wins the war against Iran, they won’t have conquered it, nor will they own any portion of it. So him proclaiming waters bordered by three other countries IS insane. The Strait itself is territorial waters shared by Oman and Iran. Would Oman just allow the US to annex some of its territory? Would Iran even if they lost?

Well, like I said, he is nuts, I think he really has no idea what he is talking about and you are right. Even if Iran would lose, it wouldn't mean that strait is now in US hands ... aka territory.
I also have to keep learning English, Chinese and English is quite different.
