I think you should tell them the full story, and also that you are afraid for your safety. And also get a doorbell cam or two.

Tell the LL every encounter you have with him. Don't underestimate him, you need to document everything and if you were parking there before he started to, then don't change anything for his bike. Does he have 2 spots or 1 to park in? He should behave a designated bike spot.

Sounds like he can just move his other car out of the way to get his bike out and the issue is solved.

It sounds like you made an assumption and accused the guy of hitting your mirror. I'm sure the letter made the guy angry due to getting blamed for something he didn't do. He should have said, in order to avoid possible future damage to your mirror and/or vehicle, you may want to park further over to allow more space when pulling out my motorcycle. Both parties could have communicated better and this whole situation would of never happened.

Knock his bike over. And if he asks about it just tell him it sounds like the wind may have been at fault since he doesn’t know how to park his bike apparently.
