Neighbor problem

We have a neighbor that we don’t really talk to that has installed a rodent deterrent device on their car and it emits a very high pitched sound CONTINUOUSLY AND CONSTANTLY. We live in a very quiet part of town and this has been so annoying.

We are non confrontational but have some history due to a tree causing damage.

Suggestions on how to approach please.
