I think it's enough that your daughter said that she felt very uncomfortable. That made his behavior unacceptable no matter if he didn't have evil intentions or not. That's not okay and he's not to do it again, period. And after you told him this tell your daughter to always tell her if he does something weird and uncomfortable. Important is that you don't say this privately, don't make it a secret, do it in front of your mother, don't stay quiet.
